DHA offers a variety of environmental and planning services that can be customized to our clients’ needs. These services fall into three primary categories: Environmental Assessment, Contract Planning, and Project Management. Each of these service categories are described below.
Comprehensive Environmental Assessment
Whether it’s a small, straightforward residential subdivision, a large–scale commercial or office development, or a complex industrial project, DHA has the expertise and experience to provide detailed and comprehensive environmental review of proposed development or planning documents in accordance with the California Environmental Quality Act (CEQA) and, where required, the National Environmental Policy Act (NEPA). Together with our associates, we possess the technical expertise to perform state–of–the–art environmental analysis in the areas of air quality, health risk assessment, biological resources (including wetland delineations), traffic, historic and archaeological resources, hazardous materials, hydrology, geology, aesthetics and visual simulation, noise, land use, planning, public services, utility systems, and more.
Most of the technical experts we work with have 25 years or more of experience in their fields, enabling us to provide the highest level of technical review. Due to our small size and low overhead, we are able to provide superior service at prices that are substantially lower than our larger counterparts.
Our clients can expect to be guided to the appropriate approach for securing environmental approval in accordance with the requirements of CEQA and/or NEPA, and can depend on the analysis being carried out by highly qualified senior experts. Municipal Planning Services
As a certified planner, Douglas Herring, AICP, provides contract planning services to cities and counties, allowing DHA clients to stretch their staff resources, reduce backlogs, and move projects through the entitlement process with greater speed. With training as a policy analyst and over 19 years of experience reviewing the consistency of proposed developments with general plans and zoning codes, Mr. Herring brings careful scrutiny to each project to ensure that potential conflicts have been identified and appropriate revisions to development plans have been recommended.

Project Management Services
With over 20 years of experience managing project teams and providing overall project coordination, DHA has a proven track record of bringing projects to successful completion. Efficient and responsible project management is a key component to successful implementation of residential and commercial development projects. DHA provides competent monitoring, supervision, and coordination at all phases of project implementation.
DHA can assist in initial project planning and budget development, guide the project through the local entitlement process, and secure necessary permits from resource agencies. Scheduling and budget tracking must be carefully monitored throughout project planning and implementation, with adequate contingencies to accommodate unforeseen hurdles. The skilled project management provided by DHA allows problems to be quickly identified and addressed so that forward momentum of the project is not impaired.
